Is there a ways to make old ni-cad battery packs function again?

some people say try freezing them for awhile, defrost and recharge. Or, zap them momentarily with a higher voltage across the terminals, make sure you use the proper polarity, i.e if 1.5V NiCad zap with a 12V source.
