Why do people misunderstand equality before the law?

Equality before the law rules out special interest, special minority rights, extra rights, excuses and priveleges for drug addicts, exemptions of the mentally ill when committing crimes (after psychopathy and sociopathy are technically mental disorders and allowing this would mean opening up the door to anyone, you shouldn't be able to use depression or psychosis as an excuse), on and on...
