After over-plucking eyebrows for a year and a half will all the hair grow back or am i too late?

I just started plucking my eyebrows a year and a half ago and after reviewing old photos, my brows clearly looked better in their natural state. so im curious if ive already done some permanent damage, or is a year and a half too short a time for the follicles to be dead?
